WV SOS Releases New Early Voting Rules

The new rules for establishing satellite precincts for the early vote in the 2010 election cycle are now available for public review. The Secretary of State's Office released the rules Thursday online.

"We have filed the rule we are proposing. They (the public) have until July 20th to do so now. They have about 30 days to read the rule," says Secretary of State Natalie Tennant.

The Secretary of State explained the rule to the Kanawha County Commission on Thursday night. It allows each individual county to determine the locations of these satellite precincts. However, they have to be approved by four separate channels and be submitted to the Secretary of State's Office 120-days before voting takes place.

"Security and neutrality were the two issues and the main concern of this proposal. To offer neutrality means that four different entities must agree on it. The county clerk, the county commission, and the two chair people of the major political parties in the county," says Secretary Tennant.

The Kanawha Commission was one of the major proponents of the bill when it was proposed as House Bill 2464. Kanawha County had around 15,000 people participate in early voting in 2008 General Election.

"We think this is critically important that people be allowed to vote. If you're a taxpayer, you shouldn't have to come from Cabin Creek, or Cross Lanes, or Clendenin, or Sissonville to early vote when you're paying for the process," Carper explains.

However, there is one main obstacle that could hinder how many satellite voting sites will be set up in Kanawha County and that's cost. The county could spend $300,000 for establishing those offices.
