Hoppy's Commentary For Friday
Talkline Host Hoppy Kercheval
A bad headache doesn’t usually require brain surgery, yet that’s the approach the Democratic leaders in the U.S. House of Representatives are preparing to take with their health care reform bill.

The House plan will unleash the biggest, most expensive government takeover of the health care delivery system since the creation of Medicare.  Cost estimates range from just under $900 billion to $1.2 trillion over ten years.

The first question should be whether the country, which is already in danger of being swamped under a mountain of debt, can afford this plan.  One of the arguments I often hear is, “We can’t afford NOT to do it.”

That’s catchy, but unconvincing.  That suggests one of these congressional mega-plans is the only alternative to the legitimate problems of providing coverage for the working poor and those who can’t get insurance because of pre-existing conditions.

Republicans have put forth plans to open up the insurance market so people can shop across state lines for coverage and spend $60 billion over ten years to provide coverage for another 3 million people.

That doesn’t sound like it goes far enough, but it’s a reasonable starting point for negotiations toward an incremental and more cost-effective approach to health care reform.  It’s better than the Democratic scheme of jumping ahead with a massive new entitlement with no bipartisan support.

Somehow, the Democratic leadership contends, Congress has the political will to reduce Medicare payments by one-half trillion dollars over the next ten years to help play for its plan.

The new public option insurance program will be restricted to those who can’t get insurance through their employer or work for small companies.  And somehow, advocates would have us believe, this entitlement will not be expanded in future years to include more and more Americans who crave taxpayer subsidized coverage.

Somehow, the states will be able to take on billions of dollars more in Medicaid expenses when the federal government starts shifting those costs for the expanded program out of Washington and into Charleston and the rest of the state capitals.

Somehow, the wealth creators of the country will willingly accept a tax surcharge of 5.4 percent and head out each day as enthusiastic as they were before about working hard to create new jobs and opportunity.

Somehow this 2,000 page bill that contains the word “shall” over 3,000 times does not represent a significant shift in the responsibility for health decisions from the individual and their doctor to Washington.

There is very little in the history of government created entitlement programs to suggest that what is promised will be delivered at the advertised price.  True, the current system needs reform, but the House Democrats should put down the scalpel and see if there is a less traumatic way to treat the patient.

(Editors note:  West Virginia’s two Democratic Congressmen—Nick Rahall and Alan Mollohan—are expected to vote for the bill, though both have concerns about federal dollars being used to pay for abortions.  Congresswoman Shelley Moore Capito, a Republican, is expected to vote against the bill when the House votes on Saturday).

The real story is the Government can not afford this plan. The other story is they have no idea how to run it after it is approved.Look at the Medicare program. They are just shoving this down our throats it is about control and that is all.Our Senators and Congress are a joke and that is it.If not why dont they wake up.If they like it so well why dont they take it for 2 years then put it out to the American people I will tell you why it not worth the paper that not one of them have read. Its like the good book says you wont know good from evil and boy do we have that.Wake up America and pray.
Today's posting bring out many good points on both side of this debate. I agree with welfareworker that the GOP has no real alternative to ObamaCare either. THEIR plan of giving out large tax credits for health care premiums is a farce. It would require people to PAY the FULL PREMIUM in ADVANCE and THEN 'recover' part of the money when filling out their taxes. If you don't have the money to pay for it to begin with, how will giving out a tax credit 12 to 15 months afterwards going to help?

As for the rest of the industrialized world providing universal health care, look at the HUGE taxes their populations pay for it every single day! It's called VAT (Value Added Tax) on EVERYTHING people buy. Once again, this proves the theory that "Free" health care isn't really FREE. As for Canada, that country didn't just wave a magic wand to INSTANTLY create universal health care. It started with a single province (Manitoba) in the 1940's establishing it. Later, other provinces did the same until nearly every Canadian province had their own system. Decades later, all of the provincial plans were brought under one government umbrella. If you take a close look at the histories of the other industrialized nations, chances are their stories on health care are similiar. It happened GRADUALLY, not ALL AT ONCE like this ObamaCare bill is trying to do.

Bottom line, at this time, America simply cannot afford to impliment ObamaCare. If our government didn't have such a HUGE (and still GROWING) budget deficit, it would be a different story. A person living soley on welfare checks CANNOT afford to buy a $60,000 2010 Hummer to drive. This is what Obama is trying to get the American taxpayer to do. Answer my questions, Obama supports: Where will the money come from the pay back the Chinese for all of our debt they bought? If this ObamaCare bill is SO WONDERFUL, why are Pelosi and Obama having such a hard time getting enough votes to pass it in the House? How can a not-for-profit 'private option' health insurance company survive SOLEY on their premiums IF they end up covering mostly high-risk people that can't afford the premiums anyway?

I anxiously await your replies.
Hoppy, Buddy L has posted what I consider to be "Right On" target. Except for the comment re:TSA this is the initial blueprinted copy of the British NHS (with some Kennedy modifications). What is tragic is that the British model was all supposed to work, be cost contained, and be the envy of the civilized world. So far, its Nil for Three, as they say.

The biggest failure in the British model was the unforseen expense in retaining the best qualified Medical delivery component. In order to keep Doctors and others from leaving the system (and the resultant closing of medical facilities), their demands and conditions are being met and continue to be. If not, the Doctors and Nurses simply go on STRIKE. Now, what in this Obama plan prevents this? Certainly not a written or verbal endorsement from the AMA.

It's always the ...... Unforseen !!
A solid, sober commentary but I fear that many have lost sight of the snow-capped peaks in the distance and are focusing on the foothills in the foreground.

The current debate may be about insurance and related financial matters but those are mere details. The aim is to establish nationalized health care. Obama and like-minded individuals revere European socialism and system such as Britain's NHS. They extol its virtues while ignoring its shocking (and growing) list of failures.

Clearly the aim is to mummify insurers, providers and patients in so much red tape that they throw their hands up and let good old Uncle Sam step in. Once there is no option but the 'public' one, government will declare that it's taking over the entire operation (pun intentional) under the rubric of controlling costs.

Those of us who have dealt with the government's most recent creation known as the TSA can only shudder at the thought of government drones replacing our beloved doctors, nurses and support staff.
Mr. Bulldog the pharmacuetical companies could recover much more of their money by not marketing drugs so heavily ie less commercials, junkets for doctors and trinkets for their secretaries. Captain Q every other industrialized nation in the world has found a way to provide healthcare for their people. They don't have to file bankrupty for medical bills. they don't have to delay treatment til the condition becomes so bad it is more expensive. they don't have to wait in the office of the welfare office for medicaid denial letter so the hospital can write off the bills you and i pay for with cost shifts from the uninsured and the underinsured. before anyone starts giving me oh canada stories isolated incidents in canada are magnified 10x here in the US by people who can get NOTHING because they do not have coverage of any kind. people do not have to try for over a year and half to get their insurance company to pay a bill that should have been covered at the outset. something they pay for but have to spend hours on the phone being told the billing code is wrong or that is not a covered service or whatever the next sotry is in the hopes you give up and they don't have to pay. how much does that cost you and me as consumers? it took me a year and a half to my husband's insurance to cover a device they should have paid. it took letter phone calls etc. while this is frustrating to me think how frustrating it must be to the doctor who provided the service. how many people have to wait that long for a bill to be paid? so hoppy YES we CANNOT afford not to fix this huge mess and half stepping isn't going to do it. The republicans plan of tax incentives, tort reform and shopping across state lines is not going to cut it. those are worthy considerations but not something that will touch the massive mess we have allowed to grow in this country by ignoring the problem.
Hoppy, The ultimate goal of the nuts is universal coverage through a single payer governement plan. Any government option no matter how muted will be a step in that direction. They believe that they can bring costs down by price fixing and setting prices for doctors, hospital and drug companies. They beleive that government is more efficient, not, and more caring, not, than, dirty profiteers. They want the power and votes that they believe will come with a public option. It will be a financial and quality of care disaster. The worst is for the seniors who will get screwed with the $500 billion in "savings". Oppose any comprehensive reform bill that eeither house comesup with bill and pray for America.
I and many Americans understand the need for healthcare reform in order to insure more Americans. Many problems exist in order to make healthcare more affordable and accessible for all. While insurance companies have been portrayed as the villains, if you think that making the changes to these companies cures all, then you are delusional. The bottom line is most people are happy with their healthcare coverage, let’s work on the minority that are not or do not have coverage.

We have been so overwhelmed with numbers that are put out by both sides that we cannot really know what the truth is. If we believe that we cannot wait to pass reform, why is it then that this does not kick in for another three to four years while the costs are frontloaded? If we believe that 12,000 to 16,000 are losing there healthcare each day as Sen. Rockefeller and others are saying, then if you do the math another 13 to 23 million people will loose their healthcare in three to four years. If this happens then we have another set of problems.

Not any easy fix, but I am sure that this 2,000 page bill is not the answer.

We heard that cry me a river story about patent being extended before. The bottom line is that those companies need and deserve the profit they make off the medications. The need the money to recover all the time, effort, and money spent to come up with clartin. Do you actually think that someone sat down and on their first try came up with the correct chemical compounds. Then it has to go through testing and FDA red tape. So guess what they do with all the billions of dollars they made... they invest it in their next project that might just result in a cure for cancer or HIV.

So go ahead and take away profits, take away everything from the rich and watch as this country falls into a deep slide to no where. There will be no motive for people to want more, because they will not get more, only have more taken away from uncle Sam and given to those that have learned to play the system and get a check for nothing. Or just maybe they will just do all of the research for no money and do it out of the goodness of their heart?

Wake up people and enjoy America because it could be very different tomorrow, and not in a good way.
If insurance companies were playing the role they should naturally play, keeping the cost down, they wouldn't be facing this issue. An example, my wife was on Claritin ten years ago at $118 a month, not having insurance I was really looking forward to the generic coming on the market. Sen Hatch(R) put in a spending bill a line that extended Claritins patent 2 years, so instead of the cost dropping from $118 a month to $35 for the several million people on Claritin, the drug company made billions extra. You would think the insurance industry would have screamed at the top of their lungs about it, but they said nothing. This kind of thing happens all the time and the insurance industry just takes their 25% to 30%. Their profits are up 400% over the past decade, does that not get your attention? Same thing with auto insurance, cars from the late 80's could drive into a wall at 5 mph, the bumpers were designed to withstand that impact with no damage. Now the auto industry has gone to plastic bumpers and a 5 mph impact causes thousands in damage. Again the insurance industry says nothing becasue they're not playing the role they should. The best thing that could happen to this country is single payer healthcare, extend Medicare to everybody and put the health insurance industry out of business. We can't continue a system where if you're lucky enough to have an employer offer insurance you truly are a diffent class citizen than someone working for an employer who doesn't.
Just remember the same government in charge of the H1N1 vaccine will be responsible for YOUR Health Care eventually if this bill goes through. Where is the outrage that Goldman Sachs and Citigroup got H1N1 vaccine when most school children in West Virginia and across the Nation haven't received it yet. The Obama Administration and the Democrats in Congress will bankrupt this country. What are we going to do when China calls in our debt? And don't forget President Obama promised to lower taxes on 95% of taxpaying citizens. Interest works both ways, and right now President Obama and Congress have run the Bank of China Credit card to the max, and just reached into the USA's wallet and pulled out another credit card, while paying the minimum payment on the first one. If our Senators and Representatives in Congress vote for this bill and when Social Security and Medicare are still not fixed, then it is time to send them all into retirement.
Universal Health Care. Sounds like a good concept. Insure the uninsured. A very noble idea. However, the question that MUST be asked is, can the American taxpayer AFFORD to pay the TRILLIONS of dollars it WILL TAKE to accomplish?

Again, how will FORCING private insurance companies to accept ALL pre-existing conditions, FORCING all Americans (including the working poor) to BUY health insurance and setting up a 'public option' Federal Health Insurance program that will supposedly be non-profit yet provide coverage to all the high-risk people the private companies WON'T cover make our health care system better? Making private insurers ignore pre-existing conditions will send premiums skyrocketing. This 'public option' program will NEVER be self-supporting (thus it will cost TRILLIONS more in taxpayer money). If people choose to pay the 'penalty' rather than go broke paying for more expensive MANDATORY health care premiums, how will this make our health delivery system better?

Bottom line, our current health care system needs to be fixed, but THIS ObamaCare bill is NOT the answer. It will simply produce more government red tape, more expenses and an even higher MOUND of debt for our children's children to pay off. This will be a disaster, if it was SO great, why is Pelosi and Obama (with a huge majority of Democrats in the House) finding it SO hard to get the votes needed to pass it? This bill stinks like a herd of angry skunks! If common sense prevails, the House will vote this piece of gerbage legislation DOWN. Since common sense is badly lacking in Washington, it'll probably pass. It will be a sad, sad day for America when it does.
